MSC Disciplinary Committee
Introduction
The Montclair Soccer Club (MSC) Disciplinary Committee, guided by JLYSSL Rules of Play (Zero Tolerance Policy for Physical and Verbal Abuse, Parents Agreement, Coaching and Sideline Behavior), reviews incidents, complaints and concerns from individuals, member clubs and/or the League, gathers information from all parties involved, mediates or conducts hearings, reports findings and may initiate disciplinary proceedings against any player, team official or spectator.
This page describes the disciplinary process and provides general reporting guidelines for players, coaches and parents alike.
The MSC Disciplinary Committee is composed of the Chairperson, appointed by the President, the Registrar and the Referee Coordinator. The Disciplinary Committee Members serve at the pleasure of the MSC President. No one other than the regular Committee Members may attend a committee meeting unless invited by the Chairperson.
Disciplinary Proceedings
Incident Reporting
Incidents, complaints and concerns can be reported using the League’s Serious Problem Report Form. This Form is for use by the entire JLYSSL soccer community - parents, coaches, referees, players. The purpose of it is to enable members to report to the League any incidents or conditions in serious need of remedy so those issues may be addressed by the appropriate official(s) in a timely fashion. If you see something at a game that you think is seriously out of line, please report it here. Your comments will be channeled through the JLYSSL Discipline Committee Chairman, JLYSSL Referee Coordinator, and JLYSSL Vice President. Your name will be kept confidential if you request it.
The information will be relayed to the appropriate official(s) for action and you will receive a response about the status or resolution of the matter. Examples of issues include improper behavior by coaches, referees, parents, or players, as well as seriously unsafe field conditions.

MSC families and members (players, parents, coaches and referees) may submit their incident reports, complaints and concerns via an e-mail directly to the Club’s Disciplinary Chair.

Incidents involving U8 and younger teams are handled by the Club’s Disciplinary Committee exclusively.

Match Referees may submit their reports directly to the Chairman of JLYSSL Disciplinary Committee.
Incident reports submitted to MSC Disciplinary Committee are kept CONFIDENTIAL.
Investigation
All submitted reports are investigated either by the JLYSSL Disciplinary Committee or the Montclair Soccer Club Disciplinary Committee.
MSC Disciplinary Investigation is conducted by its Disciplinary Chair contacting parties involved; collecting statements and relevant information.
Reporting Findings
After completing an investigation the Disciplinary Chair writes report about findings and submits report with disciplinary recommendation to MSC Disciplinary Committee. The Committee reviews report and approves or rejects disciplinary action. If disciplinary action was approved by the Committee the Club President will be notified by the Chairperson.
The Committee may also reject the initial incident report if it was deemed unfounded.
If the incident was referred to MSC Disciplinary by JLYSSL the report and the recommended disciplinary action (or rejection) is submitted to the Chair of JLYSSL Disciplinary Committee.
All reports are kept CONFIDENTIAL.
Disciplinary Action
The Disciplinary Committee has discretionary power in determining the degree of penalties to be applied. Actions include but are not limited to probation, suspension, suspension for life.
In all cases a notice about the decision of disciplinary action will be sent to the offender within 48 hours following the decision.
All other concerned parties, including but not limited to the Club Presidents and Match Secretaries (if necessary), will be notified.
Protest and Appeal
Decision of the MSC Disciplinary Committee can be appealed to the JLYSSL Disciplinary Committee within seven (7) days of receipt of the decision.
Decision of the JLYSSL Disciplinary Committee is subject to appeal to the League Board not later than seven (7) days following the postmark date of the notifying letter. Appeals will be decided upon at the earliest JLYSSL Board meeting scheduled.
Decision of the JLYSSL Board may be appealed to the CYSA-N Board of Directors.
